Temperantia-KYH provides structured psychoeducational services for court-referred, agency-referred, attorneyreferred, employer-referred, and self-referred participants. We work with courts, probation and parole agencies, attorneys, employers, and community organizations to support accountability, appropriate program placement, behavioral skill development, and reliable completion documentation.
Scope — Stated Plainly
Temperantia-KYH provides Level I psychoeducational programming. It is educational and skills-based — not psychotherapy, psychiatric treatment, substance-use treatment, diagnostic services, or specialized violence-risk assessment, and not a substitute for care from a licensed clinical provider. Our domestic violence track, Empowered Path, is not an abusive partner intervention program (APIP), is not represented as one, and is not offered as a substitute for one. Where a referral calls for a full APIP, that is what the participant needs, and we will say so rather than accept the placement. Temperantia-KYH does not determine whether participation satisfies a court order. We supply accurate records; the referring authority makes its own compliance determinations.

Structured psychoeducation addressing anger awareness, triggers, emotional regulation, communication, problem solving, conflict management, accountability, and healthier behavioral responses.
Empowered Path, Domestic Violence Intervention
Structured psychoeducation addressing abusive and controlling behavior, coercive control, accountability, impact on partners and children, healthy relationships, respectful communication, and non-abusive behavioral choices. Placements begin at a 26-week minimum.
Court-Referred Juvenile Program (CRJP), ages 12 to 18
A twelve-week core track for adolescents and their families, plus individualized additions, aligned to developmental needs.
Intake Assessment
Every referral receives a structured intake and an in-person assessment before placement. The assessment reviews referral information, behavioral history, accountability, educational needs, and responsivity factors, and produces a documented program recommendation. This is a program placement assessment. It is not a forensic evaluation, a risk assessment, or a clinical diagnosis.

Program recommendations are informed by documented educational needs, behavioral history, accountability, responsivity factors, prior intervention history, family and parenting considerations where relevant, and referral requirements. Program length or service level is not determined solely by the referral label.
Domestic Violence Intervention
Domestic violence placements begin at a 26-week minimum. Assessment findings, referral requirements, and applicable jurisdictional standards may extend that length; they do not shorten it, and nothing a participant presents at intake reduces the minimum. Where a court or supervising authority specifies a longer duration, that requirement governs. Domestic violence intervention is not a short-form anger management service.
Professional Communication & Documentation
Depending on authorization, referral requirements, and the service provided, documentation may include enrollment confirmation, attendance verification, participation and progress updates, prompt notice of missed sessions or non-compliance, completion verification, and certificates of completion. Attendance, participation, demonstrated understanding, progress, and completion are distinct concepts. Program completion documents completion of assigned program requirements. It should not, by itself, be interpreted as a determination of victim safety, elimination of future risk, reconciliation readiness, or guaranteed behavioral change.
Professional Standards & Scope
Temperantia-KYH emphasizes ethical practice, respectful participant interactions, consistent documentation, confidentiality, timely communication, and appropriate professional boundaries. All programming is currently facilitated personally by Bernell (Ya-iel) Phipps, Certified Anger Management Specialist-I (CAMS-I) and Certified Domestic Violence Specialist-I (CDVS-I). Any facilitator delivering Temperantia-KYH programming works under the Program Director’s direct supervision and to the same standards. Referral sources communicate with the Program Director, who oversees assessment, placement, and documentation for every participant. When participant needs or concerning indicators extend beyond the scope of psychoeducation, Temperantia-KYH may recommend referral to appropriate behavioral-health, substance-use, parenting, victim-safety, legal, or community resources.
